First, run a small POS in lo sec space in Empire for a few weeks. Get used to fueling it and getting supplies to it. Go ratting in your low sec system. Genesis is full of low sec systems (for example). As a previous poster mentioned, you will need instas for you and your corpmates in the region you operate in - you can buy them or make your own for only the systems you need. Practice making safespots, and inline scanning safespots near the gates.
Your next step is to tear everything down, and choose from the following options:
Join ISS - easy to get in, some very good advice for noob corps to start operating in 0.0 and they have a few regions which they operate in, with many local Alliances as blue. The security channels or useful as well.
Pick a spot and setup a POS there, without joining an Alliance or telling/asking anyone. This carries 3 risks. 1) You get popped on the way to setup, or generally die at gatecamps to home all the time 2) An Alliance takes offense and takes down your puny tower 3) You can't resupply the POS, and it goes offline and/or you lose it. So, this option carries a lot of risk ISK-wise, but many corps have done this successfully. If you choose a system which is not great, you may not be bothered at all except for roaming gank squads. Make local friends! Use the experience you gained by running a low sec POS. Ratting will pay for the fuel, but you will have to haul it in. No alliance holds permanent gatecamps on routes to their systems, but they usually have scouts to alert them of incoming folks, and they might hunt you down.
Last option is to join an Alliance. TBH I have found them all to arrogant folks who will not even talk to you, and if they do, and you don't have capital ships or 50 pvp folks, tell you to go fly a kite. These same alliances will tell the public they hold xx region(s). They don't. They might also have you go under their wing as a "sponsor" corp and ask you to pay massive amounts of ISK - 700 mil a week was quoted to me once. I laughed in his face and closed that chat.
Regardless of constellation sovereignty, if it ever comes, Alliances will still "hold" vast swathes of space with very little actual claim, but they won't hesitate to shoot on sight. Until game mechanics change to the point where alliances are FORCED to make an effort to claim space, you're stuck with some unsavory options. Do step 1, and see how it feels. Finally...
Get a group of friends (10+) and arm for pvp in some big ships, drop some ratting mods in cargo. Fly to an ISS outpost, refit, and go ratting in 2-3 groups. Keep an eye on local. Do this for a week, the the attraction of moving to 0.0 might wear off :)
